Ivan Alexandrovich Sklyarov. Born 19.04.1928. Professor of the Department
of Constitutional and Administrative Law, dean of the Law Faculty.
Graduated with honours from the Higher College of the Ministry of
Internal Affairs of the Ukraine in Kiev in 1960 specializing in Law.
In 1980 he defended his Cand. Sc. (Law) dissertation at the Academy of
Internal Affairs of the USSR. The topic of his dissertation is "The
directorate of internal affairs of the regional executive council as a
system: principles of organization and activities". In 1980 he was
conferred the academic rank of Associate Professor at the Department
of Administrative Law.
For 45 years he served in the sphere of law and order, including
10 years as the head of district and city police departments. For 4
years he headed the regional headquarters of internal affairs. For two
years he was the vice-mayor of Nizhni Novgorod in charge of organizational
and legal affairs.
He has been teaching at higher education establishments for 22 years.
He headed the Department of Administrative Law at the Nizhni Novgorod
Higher College of the Ministry of Internal Affairs for 9 years. Since
April 1994 he has been the dean of the Law Faculty of the University
of Nizhni Novgorod.
